What is a Trusted Enrollment Agent?
A Trusted Enrollment Agent is assigned to identify persons seeking electronic identity credentials. Trusted Enrollment Agents — or TEAs — will be assigned to travel to businesses. The TEA will then be asked to identify an electronic identity credential applicant or applicants in person following the policies of the electronic identity credential issuer. Depending on the requirements of the client, the TEA will obtain signatures on one or more documents, perform a notarization and either courier the documents to an overnight delivery service or fax them directly to the client.

What is an electronic identity credential?
An electronic identity credential is issued to an individual for the purpose of signing, encrypting and tamper-proofing electronic records and documents. Such credentials are needed to be able to send, receive and handle sensitive electronic records. Secure identity credentials incorporate the same technology as the NNA's Electronic Notary Seal (ENS™), which is used by a Notary to perform a secure electronic notarization.


Why are Notaries and Signing Agents suited to be TEAs?

First, Notaries are ideally suited to identify an applicant for an electronic identity credential since they identify document signers for notarizations every day. Second, issuers of electronic identity credentials require the services of trustworthy impartial witnesses — such as Notaries — to observe the execution of documents related to issuance of the credentials. Third, Signing Agents already perform similar services in mortgage loan finance transactions and can supplement their loan signing business as a Trusted Enrollment Agent using basically the same skills.


What are a Trusted Enrollment Agent's primary duties?
  1. To schedule or confirm an appointment with an electronic identity credential applicant.
  2. To meet with the applicant for the ID-proofing session.
  3. To positively identify the applicant for an electronic identity credential, obtain all needed signatures on application documents and any needed photocopies of documents.
  4. To notarize any applicable document for the ID-proofing session.
  5. To instruct the applicant of the next steps to obtain the electronic identity credential with the issuing organization.
  6. To courier or fax the documents from the ID-proofing session to the shipper for delivery to the client.
